Decarboxylate the CBD flower in a mason jar in the oven at 240°F for one hour.
Once the flower has been decarboxylated, remove it from the oven and allow it to cool to room temperature. Fill another mason jar with Everclear. Place both jars in the freezer for 24 hours.
Combine the CBD flower and Everclear and shake vigorously. Return the jar to the freezer.
After 5 minutes or so, remove the jar from the freezer and shake again. Return to freezer. Do this 3 times.
Strain the hemp material out using a cheesecloth and a strainer.
Pour into dropper bottles. And voila! You have thousands of mgs of CBD tincture to put to good use!
